FAQ – LUP Open Planning

Liverpool University Press is offering (in partnership with Jisc for UK customers) a ‘subscribe to open’ transformative OA agreement for 2022 for two of our journals - International Development Planning Review (IDPR) and Town Planning Review (TPR).

Renewing your subscription will not only support open access for current year content, it will give your institution exclusive gated access to TPR issues going back to 1910 and IDPR issues going back to 1979 for the first time.

TPR is the world’s oldest planning journal, and your institution will receive 110 years of archive when you renew your subscription. IDPR, providing an interdisciplinary platform for the critical study of development related practices, planning and policy in the global South, has 42 years of archive available to subscribers.

What is Subscribe to Open?
Subscribe to Open (S2O) is a subscription model that will allow LUP to convert journals from gated access to Open Access (OA). It is a transformational deal advocated by Plan S and encouraged by UKRI. Institutional subscription renewals will be sent out as usual and, assuming enough subscribers participate, LUP has committed to publishing that year’s (2022) content OA.

What happens if all subscribers do not participate?
Subscribe to Open requires a specific number of a journal’s subscribers to participate. If one or more subscribers opt out of the offer, LUP has the right to fail the offer and keep that year’s content gated. Any library that opted out of the offer would then need a subscription to access the content. LUP has taken into account the normal churn of subscriptions in setting an S2O threshold.

What prevents a subscriber from delaying renewal to see whether the content will be opened?
Institutions that commit to Subscribe to Open will gain access to the new year’s content as soon as it becomes available. The new year’s content will only be opened to everyone else if all subscribers participate. In addition, subscribing institutions will receive access to all of the archive volumes.

What would happen if a Subscribe to Open offer were to fail?
If the Subscribe to Open offer were to fail, that year’s new content would remain gated. Libraries that participated in the offer would continue to have access, libraries that opt out or delay will need to subscribe to have access.

LUP’s S2O model for the planning journals:
We propose to offer TPR and IDPR on an S2O basis. If libraries renew under the new model the following will happen:

Content for that subscription year only (2022) will be OA for all to read under a CC-BY licence
The full archives of IDPR and TPR will be available only to subscribers
IDPR – full access to volumes 24-43 (2002-2021) of IDPR and volumes 1-23 (1979-2001) of Third World Planning Review (previous name for IDPR)
TPR – full access to volumes 1-92 (1910-2021) (110 years of the world’s oldest planning journal archives)
This access is dependent on the subscription being active (will be cancelled on termination of subscription).
